We
In June, 1941, the Secretary of State
approved a new School Grant and Subsidy Code
in Hong Kong, the main purpose of which was
to bring the Grant-aided schools into line
with equivalent Government schoolsb Before
the new Code could come into effective

have now received a telegram from the
Governor, of which I attach a copy (No. 697 of the 29th July), reporting that he is
proposing certain amendments, and in
particularyocommends that Sections 13 and 14 of the Code (of which I also enclose a copy)
should be revised, so that the salaries of
trained Anglo-Chinese Masters and Mistresses
in the Grant-aided schools should be on the
scale approved for Masters and Mistresses of
similar status and qualifications in
Government service. This principle is
accepted in paragraph 12 of the Code for
we consider !! University trained teachers, and there is
every reason from a political standpoint for
bringing the other trained, but non-
University trained, teachers into line.
